Spending more and producing less: an analysis of federal regional courts

Abstract

The efficiency of Public Administration is a discussion that is usually linked to ideological biases about the best State model. Expecting to stay away from this obstacle (ideology) to the scientific approach, the present work started aiming to evaluate the efficiency of the Federal Regional Courts (TRF) by studying the expenses and productivity (of magistrates and servants) of these Courts from 2012 to 2016. Using a quantitative approach, with descriptive and exploratory analysis of the data, it was possible to conclude that, despite the uninterrupted growth in Court spending, the efficiency (downturns) of the TRF decreased in the period evaluated. It can also be concluded that, during the period evaluated, the hiring of more judges and officials reduced the specific productivity indexes of magistrates and servants of the Federal Regional Courts.
