Tourism as a dynamizing instrument of the Bioceanic Rodoviário Road

Abstract:

Tourism has a great potential to accelerate economic growth across the Bioceanic Road Corridor that will link the Atlantic to the Pacific Ocean across Brazil, Paraguay, Argentina and Chile, from Porto Murtinho, in the Midwest of Brazil, to Antofagasta, in the north of Chile. If well managed and with the appropriate governance, tourism can generate quality jobs and reduce poverty, as well as create incentives for environmental protection. The promotion of tourism throughout the Road Corridor has the potential to assist policy makers in a smooth transition towards a more inclusive, resilient and sustainable economy. However, these expected changes depend not only in setting up a modern tourism infrastructure. Success will be contingent upon developing public-private and multi-stakeholder partnerships, the integration of tourism and non-tourism enterprises along the value chain, the enhancement of statistical capacity-building and sectorial analysis, as well as the promotion of high-quality education and vocational training, with the technical support of local universities. Policy makers need to understand that positive results are more likely if all countries unite efforts and ensure sustainable use of ecosystems. Despite current fiscal restrictions, there are ways to move ahead by exploiting innovative financing mechanisms and ensuring the effective use of university and private sector capacities.
