THE JOÃO PINHEIRO HUMAN RESOURCES CENTER AND THE IMPLEMENTATION OF ELEMENTARY AND MIDDLE SCHOOL CURRICULUM

Abstract

The article analyzes the reports produced by the João Pinheiro Human Resources Center (CRHJP), which acted as a technical consultant for Brazilian states during the implementation of Law no 5.692/71, focusing on the support given to create elementary and middle school curricula. The CRHJP was part of the Department of Elementary and Middle School Education of MEC and should collaborate with the technical personnel from the states to create and implement their educational reform plans. Grounded on the propositions of Michel De Certeau, we analyzed the strategies to regulate the reform, but also the tactics, the resistances and conflicts that took place during its enactment. The results allowed us to identify an attempt to homogenize the process to implement the reform and the institutionalization of elementary and middle school. On the other hand, the reports also allow us to grasp the resistances and problems faced by State Curriculum personnel.
