Water allocation and governance as conflict resolution mechanisms

ABSTRACT

This article sought to analyze the conflict over the use of water in the water system composed by the Epitácio Pessoa Reservoir, located in the semi-arid portion of the state of Paraíba. First, the aim was to understand the negotiated water allocation process that has been developed to reduce tension between users. Then, to assess the governance of the water system as a way to deal with systemic complexity. It was possible to verify that the allocation process, with decentralized and participatory characteristics, has made it possible to better manage this resource of common use, minimizing the situation of conflict and the existing water vulnerability. On the other hand, the governance analysis showed some deficiencies that need to be targeted for improvement by the parties involved. The results validated the monitoring of governance at the local water system level, making it possible to build paths to resolve conflicts over water use.
