THE CONSTITUENT OF SÃO PAULO STATE (BRAZIL) OF 1891, ITS CONSTITUTION, AND EDUCATION

ABSTRACT

This article aims to light up the debates about Education in the Constituent Congress of São Paulo State (Brazil) in 1891. Although there’s a lot of research on infra-constitutional laws related to the period (1891-1930), there’s a significant lack of references to the debates in the Constituent Congress, as well as few references related to education in the Constitution of São Paulo. This essay was based on the Annals of the Constituent Congress, issue from the collection of the Legislative Assembly of São Paulo, as well as from the digital collection of the newspaper O Estado de S. Paulo. The most significant themes related to education in those Annals were the federalism, the compulsory primary education, the official character of diplomas, and secularism.
