QUOTA LAW +10: FUNDING AS A CHALLENGE

ABSTRACT

Despite the broadening of the black youth’s expectations horizon due to affirmative action, neither legislators nor social movements have taken into consideration a fundamental aspect of this politics for the next ten years: its funding. Through documentary research in laws, newspapers, documents of the black social movement, and International Congress, we observed that the transnational antecedents via UNESCO produced an innovative political agenda by black intellectuals, as well as allowed the creation of a normative field based on cultural diversity. Its resumption after the political opening provoked different reactions, resulting in the questioning and redirection of the constitution of the Pre-Salt Social Fund, which would finance, among other public policies, the democratization of Higher Education.
