AN ANALYSIS OF THE CAPACITY OF THE PUBLIC MINISTRY TO ACT IN EDUCATIONAL POLICIES

ABSTRACT

This paper seeks to analyze how the Attorney General’s Office upskills to provide law support in Brazilian educational policies. To accomplish this goal, the article evaluates multiple case studies, through document analysis of the strategies applied in the states of Alagoas, Amapá, Bahia, Espírito Santo, Maranhão, Paraíba, Rio Grande do Norte, Rio Grande do Sul and Rondônia, classifying the technical capabilities in law skills, specialized skills, and active participation. This paper also introduces a discussion about the role of the Attorney General’s Office as a political agent and its ability to intervene in educational policies. It also analyzes the deployment of strategies in the Attorney General’s Office’s work for better quality in the elementary education. The conclusion is that the Attorney General’s Office adopts different strategies which are not always properly deployed in the work it does.
