HIGH SCHOOL SCHOLARSHIPS AND FEES FOR AFRO-URUGUAYAN STUDENTS

ABSTRACT

Ensuring effective equality for disadvantaged groups requires States to adopt and implement special measures. To ensure the effectiveness in the application of these measures, it is important to let the affected communities assess the impact of the implemented policies in the transformation of their socio-economic and cultural conditions. With this purpose and to understand the evaluation from the beneficiaries’ point of view, the qualitative methodology was chosen and interviews were carried out with beneficiaries and their families, who referred to different aspects of their lives, family context, neighborhood environment, curricular and extracurricular studies, among others. This text presents the results concerning secondary education scholarship quotas for Afro-Uruguayan students.
