In the last twenty years educational policies have been developed on neoliberal and post-neoliberal reforms and counter-reforms. This dynamic teachers' unionism took arguments in discussions and negotiations with the state governments of the various countries in the region. However, negotiations and confrontations in the political arena of teacher unions with the governments of Chile (COL) and Mexico (SNTE) were developed in terms of history and political matrices of the unions themselves. Unlike what happened in Argentina (CTERA).
