Early childhood education in municipalities with different budgetary capacities: access, supply conditions and financing

Abstract

The objective of this article is to analyze the context of the provision of early childhood education, in municipalities that have different budgetary capacities, and to present possible relationships between availability of resources, expansion of access and conditions of supply in early childhood education. The methodological resource was the analysis of educational and financing indicators selected from official databases and the creation of a synthetic index based on indicators of conditions of supply of early childhood education observed in the region. The municipalities that make up the first metropolitan ring of Curitiba constitute the spatial reference of the study that uses as a time frame the year 2018. The analysis of the results indicates that, for this group of municipalities, the budgetary capacity seems to be more associated with the student/year expenditure of basic education and the conditions of provision of early childhood education than with the expansion of access for children from 0 to 5 years old. In some cases, the expansion may be associated with lower rates of supply conditions, which may demonstrate that the expansion has not always been accompanied by the guarantee of the necessary conditions for the guarantee of a minimum standard of quality in early childhood education and the materialization of the right to education of children from 0 to 5 years old.
