The precariousness of the teaching work and the trade union movement: Apeoesp’s performance in the State of São Paulo from 2009 to 2014

Abstract

The main objective of this paper is to analyze the guidelines, claims, and negotiations carried out between the Apeoesp and the Secretary of Education of the State of São Paulo (known as SEE). The period between 2009 and 2014 was established, due to the economic crisis that raged in the last decade, despite the late reflexes on the Brazilian economy. In the research made, the actions of the union were investigated in order to avoid the advance of the precariousness of the teaching work in the São Paulo public network, having in mind the unemployment, company bankruptcies, investor caution, and the economic recession in countries from the whole world. Bibliographical and documentary research were carried out. It was found that part of Apeoesp’s claims were met, especially those that extended the rights of professionals hired on a temporary basis. However, the teachers of the teaching staff were not able to negotiate several guidelines relevant to the category, among them, the end of the bonus, the fulfillment of the working day dedicated to extra-class activities and the reduction of the number of students per room. Thereby, it was verified a balance between the maintenance and the conquest of new rights, based on the actions of the union and the negotiations with the SEE.
