Brazilian federalism: origin, evolution, challenges

Abstract

The text discusses the origin and evolution of Brazilian federalism. It highlights the times when changes in the constitution of the federalist system resulted in new configurations and gave rise to a new stage. The proposal of the analysis is to outline the longer phases, divided into three stages (1891 to 1964; 1964 to 1988 and 1988 to today), and not the occasional or less significant changes that, although relevant in particular circumstances, do not constitute a new federative pact. The final section points out obstacles and challenges in combating long-standing problems related to the Brazilian federation.
