Pretendemos identificar os principais aspectos e interesses da política Neoliberal e seu esforço em utilizar o Estado como um instrumento para beneficiar o capital financeiro, o aparelhando e o equiparado à Empresa privada. Nosso objetivo é mostrar que o capitalismo, com suas crises econômicas e sociais cíclicas, não oferece alternativas para superar o desemprego, assim como, a desigualdade que se espalha em todos os países. No setor financeiro e nas grandes empresas houve uma política sem precedentes de abertura de fronteiras com a redução dos direitos trabalhistas e sociais. Entretanto, essa política deve ser analisada e ponderada.

In Neoliberalism, Public Policy, and Inequality: An Analysis Mainly of Brazil, we intend to identify the main aspects and interests of neoliberal politics and its effort to use the State as an instrument to benefit financial capital, equipping it and equating it with the private company. Our objective is to show that capitalism, with its cyclical economic and social crises, does not offer alternatives to overcome unemployment, as well as the inequality that spreads in all countries. In the financial sector and in large companies, there was an unprecedented policy of opening borders with the reduction of labor and social rights. However, this policy must be analyzed and considered.

Este artigo analisa a agenda da Reforma do Setor de Segurança (RSS) em sua adaptação às condições brasileiras, mormente tendentes ao autoritarismo. Persegue-se a hipótese de que, no Brasil, há uma incorporação da agenda da RSS com o fim de legitimar o incremento de intervenções militares no domínio social, em uma atualização dos procedimentos da Doutrina de Segurança Nacional (DSN). Por meio de pesquisa em fonte primária e estudo de caso, analisa-se a intervenção federal no Rio de Janeiro em 2018, planejada e desempenhada pelas Forças Armadas após uma série histórica de engajamento militar em operações de pacificação e Garantia da Lei e da Ordem (GLO).

Security Sector Reform in Brazil and the Updating of the National Security Doctrine: The Case of the Federal Intervention in Rio de Janeiro (2018) analyzes the Security Sector Reform (SSR) agenda in its adaptation to Brazilian conditions that pend towards authoritarianism. We defend the hypothesis that, in Brazil, the RSS agenda is processed to legitimize the increase of military interventions in the social domain, updating procedures from the National Security Doctrine. Through primary source research and a case study, we analyze the federal intervention in Rio de Janeiro in 2018, planned and carried out by the Armed Forces after a historical series of military engagement in pacification and Law and Order Guarantee operations.

Táticas de guerra e soluções tecnogerenciais: A administração público-privada da crise prisional brasileira examina as interações entre os setores público e privado no processo de securitização tecnológica do sistema penal brasileiro, após uma série de rebeliões prisionais lideradas pela “facção criminosa” Primeiro Comando da Capital (PCC), no ano de 2006. Ao analisar os discursos e racionalidades mobilizados por políticos, legisladores e empresários no âmbito da CPI do Sistema Carcerário instalada no ano de 2008, o artigo evidencia que a crescente presença do capital privado no sistema de justiça criminal brasileiro vem ativando conexões táticas e discursivas entre a lógica gerencial de vigilância e a racionalidade repressiva militarista como estratégias centrais para a gestão prisional no país.

This article examines the interactions between the public and private sectors in the process of increasingly endowing the Brazilian penal system with security technologies in the wake of a series of prison rebellions led by the “criminal group” Primeiro Comando da Capital (PCC). By discussing the discourses and rationales mobilized by politicians, legislators and businessmen within the scope of the Congressional Inquiry of the prison system established in 2008, the article shows that the growing presence of private capital into the Brazilian criminal justice system activates the technical and discursive connections between cost-effective surveillance and violent repression as the main strategies for prison management in the country.

Este artigo visa compreender as práticas conciliatórias e as representações acerca dos Juizados Especiais Criminais (Jecrims). Para tanto, analiso os modos situacionais de decidir, conciliar e conduzir audiências, que variam conforme os conflitos, as partes envolvidas e as representações dos atores institucionais acerca desse contexto e das funções dos juizados. Ao mesmo tempo, busco refletir sobre os sentidos de justiça que orientam as ações desses atores. A pesquisa realizada mostra que algumas audiências parecem priorizar renúncias ao procedimento e que conciliações/transações nem sempre são satisfatórias para o estabelecimento do diálogo e a harmonização do tecido social.

‘We Do the Same Exercise that the Judge Does’: Settlement Practices and Senses of Justice in Special Criminal Courts. aims to understand the practices and representations concerning the Special Criminal Courts. I analyse the situational ways of deciding, reconciling, and conducting audiences, which vary according to the conflicts, the parties involved, and the representations of the institutional actors related to this context and the functions of the courts. At the same time, I seek to reflect on the meanings of justice that guide the actions of these actors. The research show that some hearings which seem to prioritize procedural waivers, and that settlements/transactions are not always satisfactory for the establishment of dialogue and the harmonization of the social fabric.

Este artigo analisa a construção da Política Estadual de Atendimento e Tratamento da pessoa LGBT em Minas Gerais e sua aplicação nas unidades socioeducativas do estado. A pesquisa se baseou em análise documental e entrevistas semiestruturadas. Verificamos que o sistema socioeducativo mineiro busca implementar padrões institucionais produzidos pelo Estatuto da Criança e do Adolescente (ECA) e pelo Sistema Nacional de Atendimento Socioeducativo (Sinase). Contudo, os valores que pretende seguir são desconexos em relação às práticas historicamente estabelecidas nas unidades de internação, imperando perspectivas e dinâmicas punitivistas. Formalmente, o socioeducativo mineiro segue políticas de gênero, mas elas encontram-se distantes das rotinas desenvolvidas nas unidades.

Policy for LGBT Adolescents in Minas Gerais’ Socio-educational System? Notes on an Ongoing Dispute analyzes the construction of the state policy for care and treatment of LGBT people in Minas Gerais, Brazil, and its application in the socio-educational units in the state. The research was based on documental analysis and semi-structured interviews. We found that the state’s socio-educational system seeks to implement institutional standards produced by the Statute of the Child and Adolescent (ECA) and the National System for Socio-Educational Care (Sinase). Nonetheless, the values that it intends to follow seem disconnected from the practices historically established in the internment units, prevailing punitive perspectives. Formally, the socio-educational system in Minas Gerais follows gender policies, but these are far from the routines developed in the units.

A partir de uma pesquisa etnográfica e comparativa realizada em instituições que trabalham com redução de riscos (réduction des risques) e prevenção de condutas de risco (prévention des conduites à risques) na região de Paris, na França, e com redução de danos em São Paulo, no Brasil, este artigo visa discutir alguns aspectos dos desenvolvimentos diferenciais que tais abordagens preventivas de problemas sociais derivadas da harm reduction tiveram nos dois países. Para tanto, utiliza as traduções locais de harm como dano ou risco como suporte narrativo para refletir sobre as características que as estratégias, os discursos e as práticas baseadas nesse modelo assumiram no Brasil e na França.

Based on an ethnographic and comparative research carried out in institutions that work with risk reduction (réduction des risques) and prevention of risky behavior (prévention des conduites à risques) in Paris, France, and with harm reduction (redução de danos) in Sao Paulo, Brazil, Between Risk and Harm: Harm Reduction, Risk Reduction and Prevention in Brazil and France aims to discuss some aspects of the differential developments that such preventive approaches to social problems, derived from harm reduction, have had in these countries. Therefore, it uses local translations of harm as “damage” or “risk” as a narrative support to reflect on the characteristics that the strategies, discourses and practices based on this model have assumed in Brazil and France.

O modo de construir é uma forma de produção cultural que expressa valores societários tangíveis e intangíveis. Para povos e comunidades tradicionais, os territórios são a base material fundamental para sua reprodução cultural. Sabemos, entretanto, que essas populações são historicamente vulnerabilizadas por conflitos ambientais territoriais que, muitas vezes, as expulsam de seus locais de pertencimento. O que acontece, então, quando esses sistemas culturais são submetidos a processos de disputa? É o que investigaremos neste artigo analisando conflitos em curso no norte de Minas Gerais a partir da arquitetura vernácula.

The way of building is a form of cultural production that expresses tangible and intangible societal values. For traditional peoples and communities, territories are the fundamental material base for their cultural reproduction. We know, however, that these populations are historically made vulnerable by territorial environmental conflicts that, many times, expel them from their places of belonging. What happens, then, when these cultural systems are subjected to processes of dispute? This is what we will investigate in Territorial Environmental Conflicts and Cultural Production in Traditional Communities: A Look at Vernacular Architectures by analyzing ongoing conflicts in the north of the state of Minas Gerais, Brazil, from the vernacular architecture.

Em Das regras de guerra do ‘Exército do Povo’ à mobilização política jurídica da ‘Força Comum’, argumenta-se que as Forças Armadas Revolucionárias da Colômbia - Exército do Povo (FARC-EP) foram organizadas hierarquicamente e politicamente e substituíram o Estado nos territórios em que ele penetra nas esferas política, econômica e social por meio de uma estrutura vertical de poder e da produção de uma lei extralegal, atendendo a formas locais de legitimação. Argumenta-se ainda que o projeto político subversivo foi assimilado pelo direito do Estado, por meio de sua transição para o partido político Fuerza Alternativa Revolucionaria del Común, como consequência da movimentação política após o Acordo de Paz.

RESUMEN: Este trabajo argumenta que las FARC-EP se organizó jerárquica y políticamente y asumió funciones de Estado en aquellos territorios rurales donde logró penetrar las esferas políticas, económicas y sociales a través de una estructura vertical de poder y de la producción de un derecho extralegal, atendiendo a formas locales de legitimación. Asimismo, se argumenta que el proyecto político subversivo ha sido asimilado por el Derecho Estatal, por medio de su transición hacia el partido Fuerza Alternativa Revolucionaria del Común, como consecuencia de la transición política posterior al Acuerdo de Paz.

From the ‘People’s Army’ Rules of War to the ‘Common Force’ Legal Political Mobilization argues that the FARC-EP was organized hierarchically and politically and replaced the State in those territories where it penetrates the political, economic and social spheres through a vertical structure of power and the production of an extralegal law, attending to local forms of legitimation. Likewise, the paper argues that the subversive political project has been assimilated by State Law, through its transition to the political party Fuerza Alternativa Revolucionaria del Común, as a consequence of the political mobilizations after the Peace Agreement.

O presente artigo analisa as relações que se estabelecem entre adolescentes em cumprimento de medida socioeducativa de internação e grupos criminosos denominados “facções”. Como estratégia metodológica, foram realizados grupos de discussão e entrevistas abertas com socioeducandos em duas unidades de atendimento socioeducativo no Rio Grande do Norte. A fim de compreender tais relações, são propostos três tipos ideais de vinculação entre adolescentes e facções: discursiva, territorial e efetiva. A partir disso, discute-se os papéis simbólicos e materiais que as facções desempenham para os adolescentes inseridos em contextos de privação de liberdade.

Teenagers Serving Socio-Educative Measures of Detention and Criminal Groups. This article analyzes the relationships between teenagers interned in the socio-educative Brazilian system and criminal groups known as ‘factions.’ As a methodological strategy, group discussions and open-ended interviews were held with teenagers in two socio-educative centers. To understand such relationships, we propose three ideal types of attachment between teenagers and factions: discursive, territorial, and effective. From this, we discuss the symbolic and material roles that factions play for teenagers in contexts of deprivation of freedom.

Este artigo desvela como agentes prisionais em Minas Gerais percebem seu trabalho, se voltado à garantia da ordem ou ao cuidado - palavra tradicionalmente associada às atividades de ressocialização no cárcere. Para tanto, analisamos se o sexo do profissional influencia essa percepção, por meio de 1.525 questionários on-line autoaplicados entre 2014 e 2015, além de entrevistas semiestruturadas com dez mulheres e 13 homens em atividade de 2016 a 2018. Na percepção dessas pessoas, a manutenção da ordem e da segurança são os principais objetivos da profissão. As similaridades dos discursos de mulheres e homens indicam a adoção de valores atribuídos ao masculino, como uso da força e brutalidade, vistos como essenciais para manter a ordem no cárcere.

Between Care and Custody: How Prison Officers Perceive Their Work in Minas Gerais reveals how prison officers in Minas Gerais perceive their work, whether it is focused on guaranteeing order or on care-a word traditionally associated with resocialization activities in prison. We analyzed whether the workers’ sex has any influence on how they perceive their work, through the analysis of 1,525 online questionnaires self-administered between 2014 and 2015, and semi-structured interviews carried out with 10 women and 13 men working in prisons between 2016 and 2018. In their perception, the maintenance of order and security is the main objective of the profession. The similarities of the discourses of women and men indicate the adoption of masculinity values, such as the use of force and brutality, seen as essential to maintain order in the prison.

A região do Araguaia foi atravessada por inúmeros conflitos desde a década de setenta que se configuraram como a Guerra do Araguaia. Nesse contexto, objetivamos demonstrar como camponeses dessa região se refizeram das inúmeras violências sofridas e se firmaram na luta por direitos sociais. Para tanto, apresentamos duas entrevistas trabalhadas por análise de conteúdo, evidenciando as diversas violências infringidas pelo Estado e suas formas de superação. Concluímos que o processo de reorganização psicossocial dos diversos traumas sofridos ocorre no campo da individualidade, faltando ainda um reconhecimento coletivo do Estado como repressor.

The Araguaia region has been crossed by numerous conflicts since the 1970s, which became known as the Araguaia’s War. In From Witness of the ‘Araguaia War’ to the Struggle for Rights in the Brazilian Amazon, we aim to demonstrate how peasants in this region recovered from the countless violence suffered and established themselves in the struggle for social rights. We present two interviews worked through content analysis, highlighting the various forms of violence inflicted by the State and their ways of overcoming them. We conclude that the process of psychosocial reorganization of the various traumas suffered occurs in the field of individuality, still lacking a collective recognition of the State as a repressor.
