Crossroads of the Development Model of Chilean Education in the First Quarter of the 21st Century

ABSTRACT

At the end of the 21st century, Chile faces the dilemma that its educational policy model must consolidate itself in order to face the main problems and medium-term challenges directly related to the establishment of a high-quality system for its entire population. These challenges of significant proportion imply a considerable change in the scenario in light of strategic decisions that engender a new reality, distinct from what has been achieved - as it seems that it could not continue down the path already laid out. Under the policy cycles model, the student movements (of 2006 and 2011) are analyzed. They put the importance of advancing reforms on the agenda, giving rise to changes of magnitude. A decade later, this implied promoting transformations to “bring to the education market”, although the mechanisms in place do not ensure this goal. These tensions lead to the dilemmas brought back by the 2019 social movement, as a result of a complex scenario fruit of present-day expectations for education, and the unavoidable need for a new regulatory and operational framework for the sector. This, in turn, reduce the uncertainties of its current scenario.
