Production of residential space in Santos, state of SP: urban parameters and the “urban order”

Abstract

Based on the theses proposed by Abramo and Villaça regarding the production of new residential locations, this article raises the hypothesis that state regulatory action reinforces the “urban order” that privileges the production of high-income residential space. The methodology adopted in the article consisted of analyzing the distribution of urban indices, particularly floor area ratio in the urban legislation of the insular area of the city of Santos in the period between 1968 and 2018. It is concluded that there is a combination of generalization and focus in the attribution of land use by the local government that triggers an “urban order” aimed at maximizing profits earned with the production of new locations and at high-income strata directing residential production.
