Information has a direct influence on man’s economic, educational, social, cultural and political activities.Through technological progress, computers, CD-ROMs and Networks have become the principal means of collection, storage and dissemination of information. If, on one hand, the progress of information is well known, as well as editing production, telecommunications and teleinformatics, which have made the access to information faster, wider and more precise; on the other hand, it is necessary to train the user to be an expert, more independent and better informed. This is the reason why it is important to invest now on information infrastructure and the user’s training as we move to the next millennium
