Initially some relative aspects are approached to the concept of Power and your several manifestation forms, with prominence for your exercise for the State. To follow a picture it is built on the anatomy of the Power and outstanding the importance of the understanding on the phenomena that surround it. In that context, the Information is presented as support piece and, at the same time, lever of the social processes, being registered some observations on the " digital " apartheid. finally, considerations are presented about the responsibility of the State as agent capable to avoid the worsening of the social and regional unbalances, and of assuring the full exercise of the citizenship in the Information Society.
