Resumo Com este artigo propõe-se elaborar sobre a relação existente entre o discurso político e a competição política, e dissertar sobre a competição político-partidária em Portugal nos primeiros meses de Rui Rio à frente do principal partido na oposição, o Partido Social Democrata. Pretende-se alcançar o segundo objetivo referido a partir da análise da interação discursiva, publicada em jornais, entre o chefe do XXI Governo Constitucional de Portugal e o líder do principal partido na oposição. Na primeira parte, é apresentada uma elaboração teórica sobre os vários conceitos implicados na relação estudada; de seguida, são expostos os procedimentos e resultados do estudo empírico levado a cabo. Argumenta-se que, pela natureza comunicacional da política, o discurso político pode ser um indicador do nível da competição político-partidária. Chegou-se à conclusão de que, no período analisado, houve um elevado nível de convergência no discurso, entre os líderes dos partidos estudados, o que aponta para a existência de um fraco nível de competição política em Portugal.

Abstract This article proposes to elaborate on the relationship between political discourse and political competition, and lecture on the political-party competition in Portugal in the first months of Rui Rio ahead of the main opposition party, PSD. We intend to achieve the second objective already mentioned through the analysis of the discursive interaction between the head of the Portuguese XXI Constitutional Government and the leader of the main opposition party, seen through published newspapers articles. In the first part, a theoretical elaboration is presented on the various concepts involved in the relationship studied; in the following section are exposed the procedures and results of the empirical study carried out. It is argued that, due to the communicational nature of politics, political discourse can be an indicator of the level of political-party competition. It was concluded that, in the period analysed, there was a high level of convergence in the discourse, among the leaders of the parties studied, which points to the existence of a weak level of political competition in Portugal.

Resumo O objetivo deste trabalho foi selecionar, simultaneamente, híbridos pré-comerciais de sorgo granífero com alta adaptabilidade e estabilidade da produção de grãos, por meio de modelagem mista, em 20 ambientes, por seis anos. O material vegetal avaliado consistia de 57 híbridos comerciais de sorgo granífero. Em todos os experimentos, os híbridos foram arranjados em delineamento fatorial triplo; alguns experimentos utilizaram um fatorial 6x6, e outros, um fatorial 5x5. Os parâmetros de adaptabilidade e estabilidade foram obtidos com base na predição por média harmônica da performance relativa dos valores genéticos (MHPRVG). Os modelos mistos mostraram-se adequados para analisar a interação genótipo x ambiente (GxE) e os estudos de adaptabilidade e estabilidade genotípica do sorgo granífero. Os híbridos que se destacam, considerando-se todos os ambientes, são 1G282, A9904, 50A50, A9902 e XB6022. O híbrido A9904 destaca-se em ambientes favoráveis, com rendimento de grãos acima da média. Apenas 1G282 está entre os cinco melhores híbridos para cada grupo de ambientes e é o melhor híbrido de sorgo granífero quanto ao rendimento, à adaptabilidade e à estabilidade. Os valores genotípicos preditos com base em médias genotípicas podem ser usados em relação aos ambientes com o mesmo padrão de interação GxE por estarem livres da interação GxE.

Abstract The objective of this work was to simultaneously select pre-commercial grain sorghum hybrids with high adaptability and yield stability, through mixed modeling, in 20 environments, during six years. The evaluated plant material consisted of 57 commercial grain sorghum hybrids. In all experiments, hybrids were arranged in a triple lattice design; some experiments used a 6x6 lattice, and others, a 5x5 lattice. Adaptability and stability parameters were obtained based on the prediction by harmonic mean of the relative performance of genotypic values (HMRPGV). The mixed models proved to be adequate to analyze the genotype x environment (GxE) interaction and the genotypic adaptability and stability studies on grain sorghum. The hybrids that stand out, considering all environments are 1G282, A9904, 50A50, A9902, and XB6022. The A9904 hybrid stands out in favorable environments, with a grain yield above average. Only 1G282 is among the five best hybrids for each group of environments, and it is the best grain sorghum hybrid for yield performance, adaptability, and stability. The predicted genotypic values based on genotypic means can be used in the environments with the same GxE interaction pattern because they are free of the GxE interaction.

BACKGROUND In Brazil, the yellow fever virus (YFV) is maintained in a sylvatic cycle involving wild mosquitoes and non-human primates (NHPs). The virus is endemic to the Amazon region; however, waves of epidemic expansion reaching other Brazilian states sporadically occur, eventually causing spillovers to humans. OBJECTIVES To report a surveillance effort that led to the first confirmation of YFV in NHPs in the state of Minas Gerais (MG), Southeast region, in 2021. METHODS A surveillance network was created, encompassing the technology of smartphone applications and coordinated actions of several research institutions and health services to monitor and investigate NHP epizootics. FINDINGS When alerts were spread through the network, samples from NHPs were collected and YFV infection confirmed by reverse transcription-quantitative polymerase chain reaction (RT-qPCR) and genome sequencing at an interval of only 10 days. Near-complete genomes were generated using the Nanopore MinION sequencer. Phylogenetic analysis indicated that viral genomes were related to the South American genotype I, clustering with a genome detected in the Amazon region (state of Pará) in 2017, named YFVPA/MG sub-lineage. Fast YFV confirmation potentialised vaccination campaigns. MAIN CONCLUSIONS A new YFV introduction was detected in MG 6 years after the beginning of the major outbreak reported in the state (2015-2018). The YFV strain was not related to the sub-lineages previously reported in MG. No human cases have been reported, suggesting the importance of coordinated surveillance of NHPs using available technologies and supporting laboratories to ensure a quick response and implementation of contingency measures to avoid YFV spillover to humans.

RESUMO A dificuldade de aplicação da Lei nº 12.990/2014 nas universidades federais tem chamado atenção da comunidade científica. Nesse sentido, o presente estudo buscou compreender como se deu sua implementação na Universidade Federal do Rio Grande do Sul. As informações foram coletadas diretamente no site de concurso da instituição. Como resultado, foi possível identificar que a combinação do racismo institucional com a ideologia do mérito impediu a adequada aplicação da norma. Por outro lado, também pode identificar-se a não observância dos dispositivos legais existentes que garantem a máxima eficácia da norma. A gramática do racismo institucional segue por caminhos muito precisos e a contratação de apenas um docente negro demonstra seu vetor.

ABSTRACT The difficulties of implementing Law No. 12990/2014 in federal universities have been calling the attention of the scientific community. In this regard, the present study sought to understand how its implementation took place at the Federal University of Rio Grande do Sul. The information was collected directly from the institution’s tender website. As a result, it was possible to identify that the combination of institutional racism and the ideology of merit prevented the proper application of the norm. On the other hand, the non-observance of the existing legal provisions that guarantee the maximum effectiveness of the norm can also be seen. The grammar of institutional racism follows precise tracks and the hiring of only one black faculty member demonstrates its vector.

RESUMEN Este estudio tuvo como objetivo analizar la eficacia de diferentes principios activos de preemergencia sobre la supresión del banco de semillas de malezas y el crecimiento de la soya. Los experimentos se llevaron a cabo en una finca de producción agrícola comercial ubicada en el municipio de Brejo (MA, Brasil), durante la cosecha 2019/2020. El diseño experimental fue en bloques al azar con nueve tratamientos y cuatro repeticiones. Los tratamientos consistieron en el control (sin aplicación de preemergencia), S-metolaclor, flumioxazin + imazetapir, flumioxazin, imazetapir, trifluralin, diclosulam, diclosulam + imazetapir, y clomazona + carfentrazone-etil. Se realizaron estudios fitosociológicos antes y después de la siembra (10 y 36 d después de la aplicación - DDA) para controlar la competencia entre malezas. Se identificaron 19 especies de malezas, distribuidas en 17 géneros y 13 familias botánicas. Las especies Scoparia dulcis, Richardia scabra y Cyperus iria obtuvieron los índices fitosociológicos más altos (123.77, 28.62 y 28.29, respectivamente), estimados a los 36 DDA. La flumioxazina y el diclosulam fueron los más eficientes en la supresión de la competencia de malezas, con solo 15.63 y 16.13 plantas m-2. Las puntuaciones más altas de fitotoxicidad (3.0) se encontraron a los 10 DDA con la aplicación de S-metolaclor, flumioxazina + imazetapir, trifluralina y diclosulam + imazetapir. Se recomienda el control preemergente con flumioxazina y diclosulam para las condiciones edafoclimáticas en la mesorregión este del estado de Maranhão, Brasil.

ABSTRACT This study aimed to analyze the efficacy of different pre-emergence active ingredients on the suppression of the weed seed bank and the growth of soybeans. The experiments were carried out on a commercial farm located in Brejo (MA, Brazil), during the 2019/2020 harvest. The experiment was designed in randomized blocks with nine treatments and four replicates. The treatments consisted of control (without pre-emergence application), s-metolachlor, flumioxazin + imazethapyr, flu-mioxazin, imazethapyr, trifluralin, diclosulam, diclosulam + imazethapyr, and clomazone + carfentrazone-ethyl. Phytosociological surveys were carried out in pre- and post-planting (10 and 36 d after application - DAA) to control weed competition. Nineteen species of weeds were identified, distributed in 17 genera and 13 botanical families. The species Scoparia dulcis, Richardia scabra, and Cyperus iria exhibited the highest phy-tosociological indices (123.77, 28.62, and 28.29, respectively), estimated at 36 DAA. Flumioxazin and diclosulam were the most efficient in suppressing weed competition, with only 15.63 and 16.13 plants m-2. The highest phytotoxicity scores (3.0) were found at 10 DAA with the application of s-metolachlor, flumioxazin + imazethapyr, trifluralin, and diclosulam + imazethapyr. The pre-emergent control using flumioxazin and diclosulam is recommended for the edaphoclimatic conditions in the Eastern mesoregion of the state of Maranhão, Brazil.

RESUMO O presente trabalho buscou analisar a participação do governo do estado do Piauí no financiamento bottom-up das políticas públicas de esporte e de lazer de 2013 a 2017, contemplando quatro dimensões: (1) comparação do gasto com a receita tributária; (2) comparação do gasto com outras agendas da área social, notadamente Assistência Social e Cultura; (3) identificar o comportamento de gasto em termos de subfunções; (4) analisar comparativamente a eficiência na liquidação dos recursos. Os dados quantitativos foram buscados diretamente no site do Tesouro Nacional e submetidos à estatística descritiva. De forma conclusiva, o estudo indicou que: (a) o gasto na FDL do governo estadual está muito distante do pretendido pela II Conferência Nacional de Esporte; (b) o gasto não acompanhou a variação positiva da receita ao longo do período; (c) quando comparado com Assistência Social e Cultura, Esporte e Lazer foi a área de menor peso na agenda do governo; (d) houve uma mudança abrupta na agenda de governo em direção ao esporte rendimento; (e) o governo age de forma eficiente na liquidação dos recursos planejados.

ABSTRACT The present study aimed to analyze the participation of the government of Piauí in the bottom-up funding of sport and leisure public policies from 2013 to 2017, embracing four aspects: (1) comparison of expenditure with tax revenue; (2) comparison of expenditure with other social agendas, notably Social Assistance and Culture; (3) identifying the spending behavior regarding subfunctions; (4) analyzing the efficiency in resource liquidation comparatively. Quantitative data were collected from the National Treasure website and submitted to descriptive statistics. In a conclusive manner, the study indicated that: (a) state government expenditure with the SLF is far shorter than the estimated by the II National Sport Conference; (b) expenditure has not followed the positive revenue variation during the period; (c) when compared to Social Assistance and Culture, Sport and Leisure has been the less considered area on the government’s agenda; (d) there has been an abrupt chance in the government’s agenda towards performance sport; (e) the government acts in an efficient way regarding the liquidation of planned resources.

RESUMO O presente estudo analisou a implementação da Lei 12.990/2014, no âmbito das universidades federais. Os dados referentes à entrada em exercício dos docentes negros nas universidades federais foram coletados via Lei de Acesso à Informação. A amostra foi composta por 54 universidades, que responderam adequadamente ao pedido. Como podemos perceber nos resultados, a implementação da norma não conseguiu romper o cenário de racismo institucional nessas instituições. Os números revelam que há uma dificuldade na aplicação da norma e consequente fortalecimento do racismo institucional.

ABSTRACT This study analyzes the implementation of Law 12,990/2014 in the scope of federal universities. The data regarding black professors’ entry into office in federal universities were collected via the Law of Access to Information. The sample consists of 54 universities that responded adequately to the request. As we can see in the results, the implementation of the norm cannot break the scenario of institutional racism in these institutions. The numbers reveal that there is a difficulty in applying the norm, consequently strengthening institutional racism.

RESUMEN Este estudio analiza la implementación de la Ley 12.990/2014 en el ámbito de las universidades federales. Los datos sobre el ingreso de profesores negros en las universidades federales fueron recolectados a través de la Ley de Acceso a la Información. La muestra está compuesta por 54 universidades que respondieron adecuadamente a la solicitud. Como podemos ver en los resultados, la implementación de la norma no puede romper el escenario de racismo institucional en estas instituciones. Los números revelan que existe una dificultad para aplicar la norma, lo que fortalece el racismo institucional.

RESUMO Nos últimos anos, têm sido publicados importantes trabalhos no Brasil sobre a participação dos municípios no gasto na Função Desporto e Lazer, mas pouco se conhece sobre as variáveis que afetam seu resultado. Nesse sentido, o presente estudo teve como objetivo verificar a existência de norma no âmbito da lei orgânica, capaz de explicar o comportamento de gasto na FDL dos municípios do Piauí. A amostra foi composta por 44,64% (100) dos municípios do Piauí (224). A maior parte da amostra não reconhece o tema como importante dentre as competências privativas (94%) e de eficácia plena (96%). Diferentemente do comportamento dessas duas classes legislativas, dos municípios que não apresentaram normas para o trato da matéria, 1/3 realizaram gastos nos 15 anos. A lei orgânica não foi um bom preditor do comportamento de gasto na FDL por parte dos municípios do Piauí.

ABSTRACT In recent years, important studies on the participation of municipalities in the expenses with the Sport and Leisure Function (SLF) have been published in Brazil, but little is known regarding variables affecting its results. For that matter, the present study aimed to verify the existence of a norm, in the scope of the organic law, capable of explaining the behavior of expenses with the SLF by municipalities from Piauí. The sample was composed of 44,64% (100) of municipalities in Piauí (224). The majority of the sample does not acknowledge the subject as an important one among other private competences (94%) and with full effectiveness (96%). Unlike the behavior of these two legislative classes, out of all municipalities that have not presented norms for the dealing with the subject, 1/3 has expended for 15 years. The organic law was not a good predictor of the behavior of expenses with the SLF by municipalities from Piauí.

Unforeseen Plasmodium infections in the Atlantic Forest of Brazilian Extra-Amazonian region could jeopardise malaria elimination. A human malaria case was registered in Três Forquilhas, in the Atlantic Forest biome of Rio Grande do Sul, after a 45 years’ time-lapsed without any malaria autochthonous notification in this southern Brazilian state. This finding represents the expansion of the malaria distribution areas in Brazil and the southernmost human malaria case record in South America in this decade. The coexistence of the bromeliad-breeding vector Anopheles (Kerteszia) cruzii and non-human primates in the Atlantic Forest regularly visited by the patient claimed for the zoonotic origin of this infection. The reemergence of Atlantic Forest human malaria in Rio Grande do Sul was also discussed.

Resumo A Constituição da República Federativa do Brasil de 1988 garantiu maior descentralização das políticas públicas de esporte e lazer. Os municípios foram autorizados, de forma discricionária, a investir na função desporto e lazer (FDL). Esse estudo, de caráter descritivo, analisou o comportamento dos decisores locais (prefeitos) na alocação de recursos para as políticas públicas de esporte e lazer a partir dos recursos investidos na FDL. A média de investimento na FDL cresce com a diminuição da dependência do FPM; os municípios dependentes do FPM são capazes de fazer grandes aportes na FDL; em todos os níveis de dependência encontramos os investimentos na FDL direcionados ao desporto comunitário e ao lazer. O desporto rendimento tem preocupação mínima por parte municípios de Pernambuco.

Abstract The 88 Federal Constitution has guaranteed more decentralization of public policies in sports and leisure. Municipalities have been authorized, in a discretionary manner, to invest in the sports and leisure role (SLR). This descriptive study analyzed the behaviour of local decision makers (mayors) regarding the assignment of resources to public policies in sports and leisure from resources invested in the SLR. The average investment in SLR increases as the dependency of MPF (Municipalities Participation Fund) decreases; municipalities depending on the MPF can make high investments in SLR; in all levels of dependency it is possible to find investments in SLR being directed to community sport and leisure. Municipalities in Pernambuco show minimum concern towards performance sports.

Resumen La Constitución Federal 88 ha garantizado mayor descentralización de las políticas públicas de deporte y ocio. Los municipios han sido autorizados, de manera discrecional, a invertir en la función del deporte y el ocio (FDO). Este estudio descriptivo analizó el comportamiento de quienes adoptan decisiones locales (alcaldes) respecto a la asignación de recursos a las políticas públicas de deporte y ocio de los recursos invertidos en la FDO. La inversión media en incrementos FDO, como la dependencia del FPM (Fondo de Participación de los Municipios), disminuye; los municipios dependientes del FPM son capaces de realizar grandes inversiones en la FDO; todos los niveles de dependencia pueden encontrarse en las inversiones en la FDO y se dirigen a la comunidad deportiva y de ocio. Los municipios de Pernambuco muestran una mínima preocupación hacia el rendimiento deportivo.

RESUMO O presente trabalho tem por objeto abordar os aspectos de regulação internacional do petróleo, mais precisamente aqueles previstos na Convenção das Nações Unidas sobre o direito do mar de 1982, que definem a obrigatoriedade do pagamento de royalties às Nações Unidas advindos da exploração dos hidrocarbonetos nas plataformas estendidas. Utiliza o método dedutivo e o tipo de pesquisa exploratório e comparativo, o artigo dividiu-se em três capítulos. Após introduzir o leitor ao tema, abordando-se as particularidades do direito do mar e seu viés de exploração econômica, os autores discorrem sobre a questão com uma dimensão da regulação quase sempre ausente da formulação de políticas energéticas. Essa discussão é apresentada a partir do estudo de caso do Brasil. Para tanto, cuida de apresentar a importância do setor petrolífero e o histórico da exploração offshore no Brasil. Adentra-se em seguida a temática da distribuição dos royalties entre o estado nacional e as nações unidas. No desenvolvimento da questão são trazidos à tona o possíveis cenários entre o futuro da exploração petrolífera no Brasil e os resultados da aplicação da regulação internacional pela Convenção das Nações Unidas sobre o Direito do Mar de 1982. Por fim, chegou-se à conclusão de que algumas plataformas de petróleo já estão localizadas próximas do limite das 200 milhas marítimas e o polígono do pré-sal também encontra-se adentrando as 200 milhas marítimas, o que demonstra uma necessidade de uma abordagem imparcial sobre os prós e contras do posicionamento brasileiro, analisando os possíveis cenários futuros.

ABSTRACT This papers seeks to verify aspects of the international regulation of oil, specifically those contained in the 1982 United Nations Convention on the Law of the Sea that refer to the obligation to pay royalties to the United Nations on the exploration by the Brazilian government of hydrocarbons in extended platforms. The deductive method and exploratory and comparative research were used. After identifying how the work was carried out, it discusses the issue of law of the sea and the economic exploitation discourses on the theme, their motivation and the context of work to be investigated. The authors also discuss the issue within the dimension of regulation being almost always absent from the formulation of energy policies. The discussion is grounded on a case study of Brazil and presents the importance of the oil industry, the history of offshore exploration in Brazil, and even the distribution of royalties between the national state and the United Nations. In the development of this issue, possible scenarios are brought to light regarding the future of offshore oil exploration in Brazil and the results of enforcement of international regulation by the 1982 United Nations Convention on the Law of the Sea. Finally, we reach the conclusion that some oil rigs are already located near the 200 nautical miles limit and that the polygon of the pre-salt oils reserves is also entering this limit, demonstrating the need for an impartial reckoning of the pros and cons of Brazil’s position by analyzing possible future scenarios.

Hepatitis E virus (HEV), an emerging virus associated with acute hepatic disease, leads to thousands of deaths worldwide. HEV has already been reported in Brazil; however, there is a lack of epidemiological and molecular information on the genetic variability, taxonomy, and evolution of HEV. It is thus unclear whether hepatitis E is a neglected disease in Brazil or it has low relevance for public health in this country. Here, for the first time, we report the presence of HEV in Northeast Brazil. A total of 119 swine faecal samples were screened for the presence of HEV RNA using real-time polymerase chain reaction (RT-PCR) and further confirmed by conventional RT-PCR; among these, two samples were identified as positive. Molecular evolution analyses based on capsid sequences revealed that the samples had close proximities to HEV sequences belonging to genotype 3 and were genetically related to subtype 3f isolated in humans. Parsimony ancestral states analysis indicated gene flow events from HEV cross-species infection, suggesting an important role of pig hosts in viral spillover. HEV’s ability for zoonotic transmission by inter-species host switching as well as its possible adaptation to new animal species remain important issues for human health.

Resumo Um dos constrangimentos que dificultariam a implementação de programas que exigem contrapartida é a capacidade fiscal das prefeituras. Nesse sentido, este estudo teve como objetivo verificar se a capacidade fiscal per capita é um fator relevante na distribuição do Programa Segundo Tempo (PST) do Ministério do Esporte. As informações sobre a capacidade fiscal foram coletadas no IBGE, e sobre o programa diretamente do site do PST. Foram analisados os dados referentes ao período que vai de 2003 a 2012. Os resultados apontam que a capacidade fiscal (CF) per capita não interferiu na distribuição do PST. Além disso, não foi possível confirmar a hipótese de que a CF per capita diminui a capacidade de descentralização do programa.

Abstract One of the constraints hampering implementation of programs that demand a counterpart contribution would be the tax capacity of municipal governments. Therefore, this study aims to verify whether per capita tax capacity is a factor in the distribution of the Ministry of Sports’ Program Segundo Tempo (PST). Information on tax capacity was collected from IBGE’s website and while data on the Program itself was collected from its own website. We analyzed Data on 2003-2012. Results show that per capita tax capacity did not interfere on PST distribution. In addition, the hypothesis that per capita tax capacity decreases the ability to decentralize the program could not be confirmed.

Resumen Una de las limitaciones que dificultan la aplicación de programas que requieren una contrapartida es la capacidad fiscal de las municipalidades. Por ello, este estudio tuvo como objetivo verificar si la Capacidad Fiscal por habitante es un factor relevante en la distribución del Programa Segundo Tiempo (PST) del Ministerio de Deportes. Las informaciones sobre la Capacidad Fiscal se recogieron en el IBGE, y sobre el programa directamente desde la web del PST. Se analizaron los datos referentes al período que va de 2003 a 2012. Los resultados muestran que la Capacidad Fiscal por habitante no afectó a la distribución del PST. Además, no fue posible confirmar la hipótesis de que la Capacidad Fiscal disminuye la capacidad de descentralización del programa.

RESUMO Este trabalho, de natureza descritiva, buscou analisar o investimento na Função Desporto e Lazer por parte dos municípios do estado da Bahia de 2002 a 2011 e identificar as possíveis relações com as variáveis “receita corrente” e “tamanho do município”. A maioria dos municípios do estado da Bahia foram proativos no investimento em políticas públicas de esporte e lazer no período. Isso significa que há fatores institucionais internos aos municípios que estão permitindo que essas políticas sejam descentralizadas.

ABSTRACT This descriptive paper aimed to analyze investments in Sport and Leisure Function by municipalities in Bahia from 2002 to 2011 and to identify possible relations with variables ‘current revenue’ and ‘municipality size’. Most the municipalities from the state of Bahia have been proactive when it comes to investment in public policies of sport and leisure during the period. That means there are internal institutional factors within municipalities allowing those policies to be decentralized.

RESUMO Este trabalho teve como objetivo analisar o desempenho da aplicação da Lei de Incentivo ao Esporte (LIE) de 2007 a 2011 no que se refere ao esporte rendimento. As informações da lei foram extraídas diretamente do site do Ministério do Esporte. O recorte metodológico procurou contemplar a análise dos recursos autorizados à captação, recursos captados, taxa de sucesso e fator redistributivo. Os resultados encontrados permitem aferir que a LIE veio não só para manter o status quo na distribuição dos recursos federais, mas também para amplificar a diferença na sua aplicação em direção às regiões e estados mais desenvolvidos.

ABSTRACT This study aims to analyze the application of the Sports Incentive Law (SIL) from 2007 to 2011 regarding performance sport. Information about this law was taken straight from the Brazil Sports Ministry website. The methodological view attempted to comprise the analysis of authorized raising resources, raised funds, success rate and redistributive factor. Results found allow us to infer that the SLI came up not only to keep the status quo in federal funds distribution, but also to amplify the difference in its application towards more developed regions and countries.
