Abstract The article aims to characterize interaction networks among actors - research groups and organizations - in the human health area in Rio Grande do Sul. Data were obtained from the DGP/CNPq to build interaction networks for the years 2010, 2014 and 2016. It was observed that there was an increase in groups and interactions over this period. Most of the research groups establish interactions with only one partner. Therefore, more actors join the networks over time, but do not interact much among each other. This identified characteristic is typical of innovative systems in emerging countries, whose interactions among actors are scarce. There are similarities among the networks (such as the relevance of some central actors and firms as peripheral actors), but there are also aspects that differentiate them (universities stand out as partners in the most recent period). Regarding the proximities, geographical and organizational proximities are highlighted as important concepts to explain interactions among different actors.

Abstract Based on the Neo-Schumpeterian approach on technology and economic change, this paper proposes to evaluate the effects of the diffusion of Industry 4.0 technologies in terms of the technological dynamics, market structure and intra-sectoral heterogeneity within the Brazilian steel industry. In questionnaires answered by a representative group of companies it was observed that the Industry 4.0 technologies tend to incrementally improve the operational efficiency and productivity of the respective activity rather than revolutionize it, remaining unchanged the minimum optimal scale both of the plants and of the specific equipment. The results also show that the best opportunities for application of such technologies lie in the refining and rolling stages. Concerning the market structure, “technological clusters” tend to favor established companies, due to the lack of important changes to the intensity and nature of barriers to entry.

RESUMO Este artigo discute a heterogeneidade estrutural da indústria brasileira a partir da análise estatística de um conjunto de dados que a evidenciam de acordo com o porte, setor e idade das empresas na indústria de transformação brasileira no período de 2007 a 2016. Foi realizada uma análise descritiva dos dados, que foram obtidos em tabulação especial da Pesquisa Industrial Anual Empresa (PIA/Empresa) e do Cadastro Central de Empresas (CEMPRE), do Instituto Brasileiro de Geografia e Estatística (IBGE). Os resultados encontrados permitem mostrar que a heterogeneidade estrutural extrapola a conhecida relação com o porte. Verificou-se que a heterogeneidade é bastante significativa também intraporte, segundo idade e setor de atividade. Ao abordar a questão de porte e longevidade, entende-se que este trabalho contribui para a discussão da situação da indústria frente ao processo de desindustrialização em curso na economia brasileira.

ABSTRACT Several recent studies show that structural heterogeneity is an important feature of the Brazilian manufacturing sector. This paper carries out a statistical analysis of heterogeneity examining the Brazilian manufacturing structure in terms of firm size, age, and sector of activity, from 2007 to 2016. Our descriptive analysis used datasets extracted from Pesquisa Industrial Anual Empresa (PIA/Empresa) and Cadastro Central de Empresas (CEMPRE), both collected by the IBGE, the Brazilian official statistics bureau. The analysis of the labor productivity indicator shows that structural heterogeneity goes beyond firm size, being likewise significant in terms of firm's age and sector of activity. In addressing the issues of firm size and longevity, our work contributes to discussing the situation of domestic manufacturing sectors in the ongoing deindustrialization of the Brazilian economy.

Resumo Este trabalho contribui para a caracterização dos processos de geração de conhecimento e inovação na área da saúde humana em países emergentes, como o Brasil. O objetivo é examinar as interações estabelecidas entre as universidades, a partir de seus grupos de pesquisa, e outras organizações. Realizou-se uma pesquisa exploratória junto a cinco grupos de pesquisa da Universidade Federal do Rio Grande do Sul. Dados secundários a respeito dos grupos de pesquisa foram também utilizados. Conclui-se que equipes multidisciplinares de pesquisadores qualificam o processo de geração de conhecimento e inovações; hospital-escola é ator-chave; pacientes são relevantes no estabelecimento de interações e construção de conhecimento pelos grupos; outros pesquisadores de centros de pesquisa ou universidades do Brasil e do exterior participam do processo de geração de conhecimento; empresas industriais têm pouca ou nenhuma presença nas interações estabelecidas; existe desconexão entre produção científica e tecnológica. Essas características corroboram outros achados já divulgados na literatura acadêmica.

Abstract This paper aims to contribute to the characterization of processes that generate knowledge and innovation in the health sector in emerging countries, such as Brazil. In order to do so, the interactions of five research groups from the Federal University of Rio Grande do Sul were analyzed. In addition to the field research the study was based on secondary data. This exploratory study identified important characteristics of the interactions: multidisciplinary researcher teams qualify the process of generating knowledge and innovations; the teaching hospital is the key actor; patients are relevant in the establishment of interactions and generation of knowledge by the groups, whereas clinical research constitutes an important way of creating new ideas; other researchers in Brazil and abroad participate in the process of generating knowledge; there is a disconnection between scientific and technological production. These characteristics corroborate at large other findings that have been already published in specialized literature.

RESUMOAs políticas de apoio à inovação vêm fazendo parte da agenda econômica de países desenvolvidos e em desenvolvimento, destacando-se a proliferação de programas direcionados às empresas de pequeno porte. O objetivo do presente artigo é o de analisar a abrangência e efetividade dos atuais programas de apoio à inovação direcionados às pequenas empresas brasileiras. Elabora-se uma análise evolutiva da incidência dos programas sobre seu público alvo nos anos 2000, e da sua efetividade, por meio de indicadores de esforço e desempenho inovativos das empresas contempladas e não contempladas pelos programas, considerando-se também o recorte setorial. A análise empírica baseou-se em dados das últimas três edições da Pesquisa de Inovação Tecnológica (Pintec), de 2003, 2005 e 2008, realizadas pelo IBGE, obtidos mediante uma tabulação especial desenvolvida para o presente trabalho. Dentre os resultados encontrados verifica-se que o apoio às atividades inovativas das pequenas empresas tem crescido, tanto em termos de magnitude dos recursos envolvidos quanto em termos de diversificação dos instrumentos, promovendo um aprimoramento do esforço inovativo desse segmento representativo de empresas brasileiras.

ABSTRACTInnovation policies have increasingly been part of the economic agenda of developed and developing countries, particularly through programs focused on small businesses. The objective of this paper is to analyze the scope and effectiveness of innovation policies in Brazil, with an emphasis on new tools to foster small business innovation. Analyzing Brazilian public policies focused on fostering innovation in small businesses, this paper presents, with a pioneering feature, the profile of firms that have access to public resources. It will also present the indicators of innovative effort and performance for those that benefited or not from public program resources, as well as considering a sectoral analysis. The empirical analysis is based on data from the last three issues of the Pesquisa de Inovação Tecnológica (Pintec 2003, 2005 and 2008), with the use of a tabulation developed by IBGE especially for this paper. The results suggest that the public support for the innovative activities of small businesses is growing in terms of the magnitude of the available resources as well as the diversification of instruments used, promoting improvements regarding the innovative efforts of this representative segment of Brazilian firms.
